The city of Aurora’s executive management team and the Colorado Attorney General’s Office leadership team are selecting a Consent Decree Monitor who will oversee the city’s progress made in the consent decree reached between the organizations in November. The consent decree requires the city to resolve issues identified in a "Patterns and Practices" report about the Aurora Police Department and Aurora Fire Rescue.

Two independent firms are finalists for the Consent Decree Monitor position. To maintain the integrity of this ongoing competitive bidding process, which is governed by Aurora city code and state law, the city cannot disclose details about the finalists in advance of the virtual public forum. However, both firms specialize in working with government agencies and law enforcement to develop sound public safety policies and practices.

The Consent Decree Monitor position is separate and apart from the Independent Police Monitor division the city will fill in 2022 to oversee discipline and accountability at the Aurora Police Department.

Between Dec. 22, 2021, and Jan. 4, 2022, people who live or work in Aurora may submit questions related to the consent decree through this portal or by calling Access Aurora at 303.739.7000. They must provide their first name and in which city ward they reside or work (those who are unsure of their ward can view a ward map online; those who previously registered on Engage Aurora with that information will not need to repeat it).

City code and state law authorize the city and the Attorney General to select the Consent Decree Monitor, but both organizations are seeking valuable community input before they make a final hiring decision.

City staff and a community moderator will gather the questions, sort them into categories, then select the questions most representative of each category. The moderator will read the selected questions aloud during the forum, and each firm will have an equal amount of time to respond. The selected questions will not be disclosed publicly or provided to the finalists in advance of the forum; however, the firms will address their qualifications, provide an overview of the consent decree, and explain how they will engage with city management, the Colorado Attorney General, the court, city staff and the community in oversight of the consent decree process.

On Wednesday, Jan. 5, 2022, at 6:30 p.m. to approximately 8 p.m. at a virtual public forum, the finalists for the Consent Decree Monitor position will answer questions submitted in advance from people who live or work in Aurora. The forum will air live on AuroraTV.org and Comcast channels 8/880 in Aurora.
